Overview

In March 2024, the District of North Vancouver submitted a project permit application to develop Waterfront Staircase at 700 Beachview Drive, in North Vancouver, British Columbia on federal lands and waters managed by the Vancouver Fraser Port Authority.

As part of the Project and Environmental Review for the proposed project under the Impact Assessment Act, the proposed project was posted on the Canadian Impact Assessment Registry with an opportunity for public comment between August 16 and September 14, 2024. The port authority will conduct formal consultation activities with stakeholders and Indigenous groups.

About the project

The District of North Vancouver (the Applicant) proposes to replace an existing public wooden staircase with a prefabricated steel frame staircase that is approximately 1 meter wide by 16 meters long, located at 700 Beachview Drive (the Project) in North Vancouver. 

The existing staircase, owned by the District of North Vancouver provides public access to the beachfront on the Burrard Inlet, would be demolished and removed using power tools and heavy machinery. After the area has been cleared and grubbed, a steel staircase would be installed with 3 concrete landing pads at different locations along the staircase, railings, retaining wall, and rip rap protection at the base of the adjacent retaining wall. 

Approximately 4 meters of the lower section of the new staircase would be located within the Vancouver Fraser Port Authority’s jurisdiction and would be below the high-water mark, which includes the concrete landing at the base of the staircase.
